A shortcut is created to the convertMakeURL.exe somewhere on your desktop, and the page containing the article ID is opened, selected and the number pasted into the field for the "Make URL" button. Then every click on that button will generate a proper URL. In all you can create a template for articles in case you forget the ID.
I believe that the length of a URL is limited by space rather than by a limit. The shortened version would probably be something like if 50e0806aeb jascbird
