The biggest part a rebuilding year depends on scheduling. As noted, poor Iowa State is kicking off its rebuilding year with games against Kent State and South dakota State. Army is also visiting Ames this year, but a few point point, the Cyclones most certainly smack the concrete wall of reality and want to play the conference schedule.
