Manufacturers and suppliers of health and personal care products have a duty of care with regards to the safety and quality of their products. For example, microorganisms in cosmetics may cause biological or chemical change in the product which can harm product consumers. So the preservative system of cosmetics must be able to take care of harmful microbial contamination. It is crucial that cosmetics and personal care products are tested to assure that the products are safe and ready to be released to the consumer market. On the other hand, with the use of new ingredients, the industry continues to face the challenge of developing safe, effective, and compliant products that meet the requirements of both regulatory and consumer.
